PROBLEM TO BE SOLVED: To facilitate dispersing a load of an SIP server. SOLUTION: In the SIP server 100 for registering an SIP terminal performing a telephone call using an SIP to control connection, a registration part 130 registers an SIP terminal requesting connection to the SIP server 100; a monitor 110 monitors respective loads on the SIP server 100 and a plurality of SIP servers connected to the SIP server 100; when a connection request is issued from the SIP terminal, a selection part 120 selects an SIP server having the smallest load out of the SIP servers of which the loads are monitored by the monitor 110; when the selected SIP server is not the SIP server 100, an instruction part 140 instructs the SIP terminal having issued the connection request to issue the connection request to the selected SIP server.
