<p><P>PROBLEM TO BE SOLVED: To provide an electrode film for a touch panel capable of reducing haze at low cost, and to provide a method of manufacturing the electrode film and the touch panel using the electrode film. <P>SOLUTION: The electrode film for the touch panel is configured such that an electrode consisting of an aluminum pattern layer having a plurality of openings and a line section surrounding and dividing this is formed through a transparent adhesive layer on one face of a transparent base material, and the rate (R<SB>SCE</SB>/R<SB>SCI</SB>) of a diffused light beam reflection rate (R<SB>SCE</SB>) for a full light beam reflection rate (R<SB>SCI</SB>) measured based on the JIS Z 8722 of the transparent adhesive layer side surface of the aluminum pattern layer is≤0.4.
