PURPOSE: A measuring and controlling device is provided to generate lightning stroke generation information and lightning stroke moving route information using a lightning stroke sensor, thereby efficiently taking a countermeasure. CONSTITUTION: A sensor(110) is attached to a plurality of terminals. A program controller(170) controls the terminals. The program controller comprises a pulse generating unit which generates a pulse signal. A determining unit(120) determines whether state information exceeds a reference value. A controller(130) detects the cycle of the pulse signal to determine the program controller defective and stores the defective information in a DB unit.
