PROBLEM TO BE SOLVED: To prepare a class for which a user group is grouped into a tree structure, and to recommend a recorded program, on the basis of viewing history information to the class of the respective nodes of the tree structure. SOLUTION: The recommendation server includes a storage means for storing a tree-structure user class model for which the user group is expressed by the tree structure, on the basis of the viewing history of many users beforehand; a user class determination means for inputting the viewing history of a user from a receiver and learning and determining the class of a specified user from the viewing history of the specified user and the information of the tree structure user class model stored in the storage means; and a recommendation means for recommending a viewing program, on the basis of the user class obtained in the user-class determination means.
