Provided are an image-processing device and method that can improve the encoding efficiency of a color-difference signal and reduce the number of address calculations for memory accesses. In the case that the orthogonal transformation block size is 4×4 and macroblocks in a luminance signal consist of four 4×4 pixel blocks with 0s or 1s added thereto, said four luminance signal blocks are associated with one 4×4 block from the color-difference signal, with C added thereto. Each of the four luminance signal blocks has motion vector information, namely mv0, mv1, mv2, and mv3. Motion vector information (mvc) for the one 4×4 color-difference signal block is computed by an averaging process using the aforementioned four sets of motion vector information. The provided image-processing device and method can be applied, for example, to an image-encoding device that encodes based on H.264/AVC. |
