PROBLEM TO BE SOLVED: To provide a disaster prevention system and control method thereof for annunciating occurrence of abnormality such as an accident or a disaster. SOLUTION: A number counting unit 100 counts the number of mobile stations 10 within a cell under control of a base station 20. When reduction per predetermined time of the number counted by an abnormality determination unit 102 is greater than a threshold, the occurrence of an abnormality in the cell is determined. Furthermore, a control unit 106 controls the base station 20 to perform broadcast transmission to the mobile stations 10 for annunciating the abnormality, and the mobile stations 10 receiving the broadcast transmission then performs predetermined alarm processing.
