PURPOSE: A device and a method for image encoding, an image decoding device and a method thereof are provided to conveniently grasp whether an object and hole exists during decoding by adding a flag in a bit stream during encoding. CONSTITUTION: A detecting unit(110) detects a hole which is located in an object from an inputted binary image. An encoding unit(120) generates bit stream by encoding the contour line of the hole and external contour of the object. The encoding unit adds a flag which expresses whether the object and hole exists or not in the bit stream. The encoding unit includes an object encoding unit and a hole encoding unit. The object encoding unit encodes an external contour line of the detected object. The hole encoding unit encodes the contour line of the detected hole.
