<P>PROBLEM TO BE SOLVED: To inhibit attachment to an electronic mail (email) according to a secrecy degree or the like in each electronic file. <P>SOLUTION: An attribute information acquisition unit 134 acquires attribute information for determining transmission propriety of the email attached with an electronic file from the electronic file designated by a user by attachment operation for attaching the electronic file to the email. A mail transmission unit 135 decides the transmission propriety of the email attached with the electronic file designated by the user by the attachment operation based on the attribute information acquired by the attribute information acquisition unit 134. When email cannot be transmitted, the mail transmission unit 135 outputs a message notifying that the email attached with the electronic file cannot be transmitted.
