<P>PROBLEM TO BE SOLVED: To provide a device for providing a measurement report in a network environment and a method of operating the device so as to provide the measurement report. <P>SOLUTION: The method includes steps of: receiving a report control message having at least one parameter, a step of measuring a flow error rate on the basis of at least one parameter; generating a measurement report on the basis of the error rate; and transmitting the measurement report. The device operated so as to provide the measurement report includes: a reception logic configured so as to receive the report control message having at least one parameter; and an error detection logic configured so as to measure the flow error rate on the basis of at the least one parameter.
