摘要 <p>Provided is a fin material for use with a heat exchanger. The surface of the provided fin material remains hydrophilic over a long period of time, and it is difficult for ice or frost to form on the provided fin material even if the temperature drops. Also provided is a resin composition that serves as a raw material for the aforementioned fin material, said resin composition being enduringly hydrophilic and exhibiting inhibition of ice and frost formation. Also provided is a laminated metal place on which an ice/frost-formation inhibition layer obtained from the aforementioned resin composition is formed. The aforementioned resin composition contains: (A) at least one anionic compound selected from a set comprising vinyl polymers, vinylidene polymers, polysaccharides, polyamino acids, and polypeptides, said compound(s) containing at least one anionic group selected from a set comprising carboxyl groups, sulfo groups, phosphate groups, and boric-acid groups; and (B) at least one cationic compound selected from a set comprising vinyl polymers, vinylidene polymers, polyalkylene imines, polyamines, polysaccharides, polyamino acids, and polypeptides, said compound(s) containing at least one cationic group selected from a set comprising amino groups, imino groups, amidine groups, pyridyl groups, imidazoline groups, and nucleobases.</p>
