PROBLEM TO BE SOLVED: To provide a silicone-based resin foam having resistance to main solvents used in cosmetic products, having good feeling in use as a cosmetic puff such as good touch to the skin and low-brittleness. SOLUTION: The silicone-based resin foam is obtained from a liquid resin composition including (A) a hardening agent having at least two hydrosilyl groups in the molecular chain, (B) a polymer having at least one alkenyl group in the molecular chain, and having an isobutylene unit as a repeating unit constituting the main chain, (C) a hydrosilylating catalyst, and (D) a foaming agent, the silicone-based resin foam having an area swelling rate in ethanol of ≤30%.
