PROBLEM TO BE SOLVED: To efficiently allocate radio resources. SOLUTION: When allocating a CCE as the radio resource to a plurality of radio terminals in a prescribed sector, a radio base station 1 acquires an AL of each radio terminal in the prescribed sector, and sets an CCE allocation order in the descending order of the corresponding AL to the radio terminals.
