<P>PROBLEM TO BE SOLVED: To provide an operation control method of a combustion device, using petroleum-based residue as fuel, and to provide the combustion device. <P>SOLUTION: The combustion device uses petroleum-based residue as fuel and includes a plurality of fuel supply burners 13 (upper stage burner 13a, intermediate stage burner 13b and lower stage burner 13c) for supplying the fuel 12 to the inside of a furnace 11, having a reduction atmosphere and a control means which is not shown in Figure and executes instruction for changing from rated operation to low load operation, after the passage of a predetermined time.
