PROBLEM TO BE SOLVED: To easily mount a rolled paper and to cutoff the paper with a single hand. SOLUTION: A paper holder includes a cut-off part 22 which constitutes a part of a pull-out space 20s for pulling out the rolled paper supported by a support part 20 rotatably supporting upright the rolled paper RP with a cutting part Pb and which abuts on the paper P1 pulled out from the pull-out space and turned in the opposite direction to the rolling direction of the roll and thereby cuts the paper P1 with a cutting part Pb. The support part 20 has a shape of completely opening the top surface of the rolled paper. The cut-off part 22 includes a projecting part 22 which forms a cut-off starting part Pbc at the cutting part Pb of the paper P1 projecting toward the space 20s so as to narrow the pull-out space 20s at the vertical center part of the rolled paper or near the center portion.
