PROBLEM TO BE SOLVED: To form a separation membrane which is almost uniform in membrane performance by reducing the difference of the temperature distribution of reaction liquid inside a reaction vessel. SOLUTION: The device for manufacturing the separation membrane includes a reaction vessel 1 provided with a cylindrical outer peripheral side partition 2 and an axis side partition 3 which is the cylindrical partition with an axis in the same direction as the axis of the outer peripheral side partition 2, and for which the outer diameter of an outer peripheral surface is smaller than the inner diameter of the inner peripheral surface of the outer peripheral side partition 2. Also, the device includes an outer peripheral side heating means for indirectly heating the inside of the reaction vessel 1 from the outer peripheral side of the outer peripheral side partition 2 and an axis side heating means for indirectly heating the inside of the reaction vessel 1 from the inner peripheral side of the axis side partition 3. Then, a plurality of supports are extended in the axial direction of a cylindrical region 5 and arrayed along the circumferential direction of the cylindrical region 5, respectively, and are immersed in the reaction liquid 4; the reaction liquid 4 is heated by the respective heating means, and the separation membrane is formed at the respective supports.
