PROBLEM TO BE SOLVED: To provide a cleaning device, a process cartridge and an image forming apparatus which can stably reduce the occurrence of noise and can obtain improvement in cleaning characteristic. SOLUTION: The cleaning device 6 includes: a cleaning blade 10 including a blade member 11 for cleaning toner remaining on an image carrier 1 by coming into contact with the image carrier 1; and a holder 12 for holding the blade member 11. The holder 12 is arranged along the axial direction of the image carrier 1 and is a flat plate body which is greater in the length direction than the width size for the same.
