Disclosed are: a carbon nanohorn composite which stably suppresses the development of microorganisms and is capable of continuously preventing generation of bromate ions at low cost; and a method for producing the carbon nanohorn composite. Specifically disclosed is a carbon nanohorn composite (1) which is characterized by comprising: a carbon nanohorn (11) that has a hollow structure inside and is provided with an opening (11b) on an end portion or a lateral surface; a first catalyst (12) that is supported by the outer surface of the carbon nanohorn (11) and has at least one of decomposing action, oxidizing action or reducing action; and a second catalyst (13) that is arranged within the carbon nanohorn (11) and has at least sterilizing action.
