PROBLEM TO BE SOLVED: To provide an image converter for reproducing image data degraded in image quality while the merit of high quality image data is hardly impaired.

SOLUTION: The image converter is equipped with: an image converting part 115 configured to sequentially obtain image frame groups each comprising one or more frames from the beginning of recorded image data 111, and to generate mobile image data 112 by converting the image frame groups in a direction of degrading the image quality thereof; and a scene determination part 116 configured to determine whether to preserve the image frame groups with high image quality based on a predetermined condition. When the scene determination part 116 determines that the image frame groups are to be preserved with high image quality, the image conversion part 115 stores the image frame groups in the mobile image data 112 with high image quality. The image quality of a necessary part is improved thereby while the volume of the mobile image data 112 is reduced, a high definition image is provided to a user even when it is enlarged or the like.
