<p><P>PROBLEM TO BE SOLVED: To get the fuel reduction effect of a generator more by operating a secondary battery positively from the view point of economy as to economical load allotment control corresponding to a change in relatively long cycles, in the supply-demand control of a power system. <P>SOLUTION: An economical load distributer 22 computes a discharge threshold and a charge threshold, based on the discharge unit price of a secondary battery BT and the efficiency of charge and discharge, and when the incremental fuel cost of generators G1-Gn is higher than the discharge threshold, it discharges the secondary battery BT. On the other hand, when the incremental fuel cost of the generators G1-Gn is lower than the charge cost, it charges the secondary battery BT, and computes each output allotment to the generators G1-Gn and the secondary battery BT.
