PROBLEM TO BE SOLVED: To provide a memory access processing device for mediating a command request at each port between a cash device of each port of a memory access device and a memory, the memory access processing device having improved memory access efficiency by optimizing memory accesses when the mediation is congested. SOLUTION: A mediation control device 4 has a congestion determination part 8, and the congestion determination part 8 determines congestion of mediation. Command issuing control device 3a to 3d perform control so that when the mediation is congested, store commands are save to a buffer and load commands get ahead of the store commands. Thus, when the mediation is congested, order of output of command requests is changed to put the load commands before the store commands, so that the memory access is optimized.
