<p><P>PROBLEM TO BE SOLVED: To reliably cut at least one of two web-like sheets with an inlet having a conductive region interposed, according to the shape of the inlet without cutting the conductive region. <P>SOLUTION: A web-like surface sheet 20a and a peeling sheet 30 adhered to each other across the inlet 10 are irradiated with infrared rays of light from an infrared irradiation part 53. The infrared rays of light transmitted through the inlet 10, the surface sheet 20a and the peeling sheet 30 are received by an infrared reception part 54. The position of the inlet 10 is determined based on the light receiving state by a position determination part 56.
