PURPOSE: An adaptive hierarchical transmission method and a system thereof are provided to generate and transmit a multicasting signal by adjusting constellation rate based on reception quality information of terminals. CONSTITUTION: A channel quality information collecting unit(110) collects the channel quality information of terminals based on a backward signal. A reception state judgment unit(120) analyzes the channel quality information, and checks the multicast reception state information of the terminals. A hierarchical rate determining unit(130) adjusts a constellation rate based on the reception state information, and a control unit(160) transfers a multicast signal based on the adjusted constellation rate.
