<p><P>PROBLEM TO BE SOLVED: To inhibit or prevent a band from being pressed without adding a special feature to a network. <P>SOLUTION: When utilization devices 1, 2 transmit an entry request message Msg1 and an entry request message Msg2, respectively, a providing device 3 associates the utilization devices 1, 2 with the same group to generate a group determination key for identifying the utilization devices 1, 2. When the providing device 3 transmits the group determination key to the utilization devices 1, 2, the utilization devices 1, 2 receive and store the group determination key. When the providing device 3 transmits data to the same group, distribution data D1, to which data corresponding to the group determination key is added, is transmitted to the selected utilization device 1.
