PROBLEM TO BE SOLVED: To provide a spiral plate rolling and manufacturing apparatus capable of easily manufacturing a spiral plate by solving problems such as difficulty, time and labor or the like during the manufacturing of the spiral plate. SOLUTION: Several rolling rollers 1, 2, 3, 4, 5, 6 have a truncated conical shape with the same diameter of its upper bottom, and with the height of the truncated conical shape and the diameter of its lower bottoms being different from each other. A strip-like steel 13 is passed through the rolling rollers successively from the rolling roller having the truncated conical shape of the smaller diameter of the lower bottom to gradually roll and expand both ends thereof while not rolling its center portion.
