PROBLEM TO BE SOLVED: To provide a bill receiving and dispensing device, for improving the operation efficiency of a clerk in maintenance and operation. SOLUTION: The bill receiving and dispensing apparatus includes: a receiving/dispensing port 20 for receiving input bills or discharging bills; a bill discrimination part 30 which discriminates bills; a temporary storage box 40 which temporarily stores bills accepted through the receiving/dispensing port 20; stackers 71a-71d which accommodate the accepted bills and/or the bills to be discharged; a stacker carrying path part 8 including a first bill carrying path 51h for carrying bills from and/or to the stackers 71a-71d; second bill carrying paths 51a-51g for carrying bills to the receiving/dispensing port 20, the bill discrimination part 30, the temporary storage box 40 and the first bill carrying path 51h of the stacker carrying path part 8; and an attachment/detachment means for attaching and detaching the stacker carrying path part 8.
