PROBLEM TO BE SOLVED: To provide a flocculant which converts organic acid included in sewage into an aggregate by an ionic bond, and is composed of a water soluble polymer having diamine and amino groups and a polymer having an acid group. SOLUTION: The water purifying device uses the flocculant converting organic acid included in sewage into the aggregate by an ion bond. The water purifying device includes: a first mixing tank where a water solution of diamine and of a first polymer is charged to the sewage; a second mixing tank where the water solution in the first mixing tank and a water solution of a second polymer are charged; and a mechanism for removing the aggregate. The water solution in the first mixing tank is charged to the second mixing tank through first piping, the water solution of the second polymer is charged to the second mixing tank through second piping, and a first stirring mechanism is arranged in the first mixing tank, and a second stirring mechanism is arranged in the second mixing tank.
