A thumbnail image generation means (1b) acquires dynamic image data stored at a dynamic image data memory means (1d), extracts a thumbnail image from the acquired dynamic image data in accordance with judgment data acquired by a judgment data acquisition means (1a), generates thumbnail image data indicative of the extracted thumbnail image, and makes a thumbnail image data memory means (1e) store the generated thumbnail image data. A thumbnail image output means (1c) outputs the thumbnail image data stored at the thumbnail image data memory means (1e). The judgment data acquisition means (1a) acquires judgment data to judge changes in exciments of audience for a broadcast program during the broadcast time of the broadcast program in which the dynamic image data is broadcasted.
