PROBLEM TO BE SOLVED: To provide a stabilized zirconia sol favorably used for applications such as optical films and metal surface treatment agents where good time stability, and the ability to form mixtures and composites with other raw materials is an indispensable requirement and a method of manufacturing the zirconia sol. SOLUTION: The zirconia sol includes phosphate ions, ammonium ions, and hydroxyl ions. Preferably the pH is≥5, the molar ratio of the phosphate ion (PO<SB>4</SB><SP>2-</SP>)/ZrO<SB>2</SB>is≥0.01, and the average particle size of the zirconia particles in the zirconia sol is≤100 nm.
