PROBLEM TO BE SOLVED: To provide a device and method of manufacturing a polarization inverted crystal, which enable a uniform polarization inverted structure to be formed. SOLUTION: The polarization inverted crystal manufacturing device for manufacturing a polarization inverted crystal having a polarization inverted structure includes: an electrode stage part 23 for placing a nonlinear optical crystal 30 with a first electrode layer 31 formed on a first surface and a second electrode layer 32 formed on a second surface on the opposite side of the first surface; a voltage supply part 24 for supplying a voltage to be applied between the electrode stage part 23 brought into contact with the first electrode layer 31 and the second electrode layer 32; a heater block 21 which is a heat supply part for supplying heat to be transferred to the nonlinear optical crystal 30 through the electrode stage part 23 and the first electrode layer 31; and a soaking plate 40 disposed at a position facing at least one of the surfaces other than the first surface of the nonlinear optical crystal 30.
