PURPOSE: A device for forming a groove of a headrest bar and a groove forming method are provided to enable a user to take out a headrest bar from a die or fixing member by pushing the first and second guide parts of the headrest bar. CONSTITUTION: A device for forming a groove of a headrest bar comprises a die(110), a fixing member(130), and a punching member. The headrest bar(190) is arranged in a die. The fixing member is installed in one side of the die. The fixing member fixes the head rest bar by pushing the end part of the head rest bar in a vertical direction toward the die.
