PROBLEM TO BE SOLVED: To provide a fine air bubble generator capable of suppressing a dissolved oxygen concentration in oxygen-dissolved water from being lowered superfluously. SOLUTION: The fine air bubble generator 1 includes a fine air bubble discharging section 16 that generates fine air bubbles 5 by rapidly reducing the pressure of the oxygen-dissolved water to discharge the water containing fine air bubbles and an oxygen-dissolved water discharging section 17 that discharges the oxygen-dissolved water by gradually reducing the pressure of the oxygen-dissolved water.
