<P>PROBLEM TO BE SOLVED: To provide a cutter which can form a traveling road display having improved usage characteristics. <P>SOLUTION: The cutter for forming a traveling road display includes a rotator (10) capable of rotating around a rotating axial line(R), the rotator (10) capable of storing a number of cutting elements (21). The the cutting elements (21) regulate a cutting curve (15), and the cutting curve (15) forms a convex-like cutting area (15.2) in the direction of the rotating axial line (R).
