PROBLEM TO BE SOLVED: To provide a low-cost transmitter and transmitting method, flexibly tuned to a part requiring a transmission band width, and also to provide a signal structure for a plurality of carrier systems. SOLUTION: The transmitting apparatus is provieded with: a frame forming means adapted to arrange information transmission data to at least one information transmission pattern in a frame, and to arrange data and at least one pilot signal in one or more data patterns in a frame, so that the length of each of one or more data patterns is equal to or a multiple of a minimum data pattern length in a frequency direction; a transforming means adapted to transform at least one information transmission pattern and one or more data patterns from the frequency domain into the time domain in order to generate a time domain transmission signal; and a transmitting means adapted to transmit the time domain transmission signal.
