<p><P>PROBLEM TO BE SOLVED: To solve the problem, wherein it is difficult to accurately predict the amount of output codes in order to suppress actual output code amount, to a target code amount or below. <P>SOLUTION: A horizontal wavelet decomposing means 131 decomposes a two-dimensional signal into a high-frequency side horizontal decomposition coefficient H and a low-frequency side horizontal decomposition coefficient L. A code amount predicting means predicts a total of code amounts, when coding is conducted, without quantization for each of wavelet transform coefficients LH, HL, HH for two lines, based on the horizontal decomposition coefficient H for the same two lines. A quantization value determining means determines a quantization value, based on a target code amount for the wavelet transform coefficients LH, HL, HH for the two lines and the predicted code amount for each of the wavelet transform coefficients LH, HL, HH for the two lines. A coding coefficient quantizing means 138 performs quantization, by using the determined quantization value for each of the wavelet transform coefficients LH, HL, HH for the two lines.
