PURPOSE: A method and a device for improving the starting capability of a vehicle are provided to constantly maintain the voltage of a vehicle battery by controlling the discharge of a super capacitor before and after the starting of a vehicle. CONSTITUTION: An EDLC(Electric Double Layer Capacitor)(30) is connected in parallel to a vehicle battery(10). A boosting unit(20) charges the boosted voltage in the EDLC after the voltage of the battery is boosted. The boosting unit is a DC-DC converter using a switching regulator for LM2577 boosting. A switch(40) constantly maintain the voltage of the battery by discharging the boosted voltage charged in the EDLC to the battery side. A microprocessor(50) controls the switching time of the switching unit according to the current voltage of the battery.
