PROBLEM TO BE SOLVED: To provide a hollow and cylindrical belt member which is stored and transported stably preventing the belt member from being loosened off, and which is pulled out quickly from the inner circumference side of the hollow and cylindrical belt member at an operation site. SOLUTION: The right and left side surfaces, the inner circumferencial surface and the outer circumferencial surface of the hollow and cylindrical belt member that a long belt member is wound and piled in a hollow and cylindrical shape, are wound and bound with a binding material and the bound hollow and cylindrical belt member is stored in a cylindrical bag 2 and the open end is bound to form a package 1. The package 1 is mounted on a pair of rotating rollers 52 of an installation tool 5 and is supported rotatably and after that binding of the bag 2 is released and also binding of the binding material is released, and while the hollow and cylindrical belt member is rotated on the rotating rollers 52 in a state stored in the bag 2, the belt member is pulled out from the inner circumference side through the open end of the bag 2.
