PROBLEM TO BE SOLVED: To provide a mooring facility fixed to the seabed not to wash away equipment such as a hydraulic power generating facility utilizing kinetic energy of an ocean current, with the ocean current, and to moor equipment such as the hydraulic power generating facility to the mooring facility. SOLUTION: A rocket pile having rocket thrust is shot into the seabed from the surface of the ocean, and slurry-like cement included in the pile is pressed out to the periphery of a body of the rocket pile. Net-like reinforcements 4 and fins 3, 6 mounted to the body, and surrounding seabed sediment are mixed and solidified with the cement to make the powerful mooring facility.
