PROBLEM TO BE SOLVED: To solve the problem that when a package in which a sheet with an article is packed is manufactured, it is necessary that this sheet is connected with either the article or a resin film so as not to shift the position of the sheet. SOLUTION: This packed toilet roll 10 is manufactured such that the outer peripheral surface on one end side of an inserting and introducing member 21 is covered with the opening end portion 12o of the resin film 12 on one end of which a sealing portion 13 is formed; under this condition, one end side of the resin film 12 is inserted into the other end side of the inserting and introducing member 21 under an inside-out condition; after a message card 16 is inserted between the sealing portion 13 on one end side of this resin film 12 and a toilet roll unit 11U, these are inserted through this inserting and introducing member 21 from the other end side of the inserting and introducing member 21; the resin film 12 under a condition that the message card 16 with the toilet roll unit 11U is stored therein, is pulled out from the inserting and introducing member 21; and the opening end portion 12o of the resin film 12 is closed to form a sealed portion 14.
