PURPOSE: An apparatus and a method for generating a mosaic image based on andamento are provided to differently set weight values assigned to the first to third vectors, thereby generating a mosaic image close to a classical mosaic by accurately expressing intended andamento. CONSTITUTION: An image input unit(410) receives an original image for generating a mosaic image. A reference point arranging unit(420) randomly arranges a set number of reference points about the original image. The first vector determining unit determines the first vector facing a spot where density of the same color as a part corresponding to the reference point is maximum in the original image about each reference point. The first vector determining unit applies a kernel of a preset size about the reference point.
