PURPOSE: A lower body and abdominal muscle exercise device is provided, which can obtain abdominal muscle and waist muscle reinforcing effect. CONSTITUTION: A lower body and abdominal muscle exercise device comprises: a foot fixing unit(10) which holds user's foot using self-weight; a saddle(20) which is buried under the floor and supports user's hips; and a first linear elastic material(30) which connects the saddle to the foot fixing unit. The foot fixing unit respectively fixes user's feet and is formed of a groove portion in one side the body thereof in the longitudinal direction.
