PROBLEM TO BE SOLVED: To provide a water-based ink composition for a writing utensil, having wide practicability and providing good writing performance, by using a specific compound for chemically removing the gas in ink, and to provide the writing utensil having the ink composition in the inside thereof.SOLUTION: The water-based ink composition for the writing utensil comprises: one or more sorts of citrullines chosen from L-citrulline, D-citrulline, a salt thereof, and a hydrate thereof; a colorant; a water-soluble organic solvent; and water. The writing utensil comprises directly filling up an ink hold pipe with the water-based ink composition for a writing utensil and closely arranging an ink backflow preventing object following with ink consumption at an ink rear end. |
