PURPOSE: A sludge solidifying agent with the high water content, and a producing method thereof are provided to economically use waste resources, and to effectively process sludge with the high water content. CONSTITUTION: A sludge solidifying agent with the high water content contains the following: 30~80wt% of paper manufacturing combustion agent including an alkaline pozzolan material; 50~90wt% of first mixture containing 20~70wt% of waste phosphogypsum; and 10~50wt% of solidifying agent selected from the group consisting of cement, quicklime, calcined dolomite, anhydrous gypsum, a hardener, a coagulant, a precipitation agent, and a sedimentation agent. |
