PROBLEM TO BE SOLVED: To provide a technique capable of reducing the amount of a process which employs a mobile station key, and enhancing communications security between a mobile station and a base station. SOLUTION: The technique comprises: steps of receiving, from a mobile station device, encrypted authentication data which is obtained by encrypting authentication data transmitted from a base station device to the mobile station device; decrypting the received encrypted authentication data by using a mobile station key of the mobile station device; authenticating the mobile station device as an authentic party on the other end of communication, when the transmitted authentication data matches the decrypted authentication data, transmitting an authentication continuation key for continuing authentication, and a ticket obtained by encrypting the authentication continuation key, by using a ticket production key held in the base station device, to the mobile station device which has been authenticated as an authentic party at the other end of communication, and performing communication between the mobile station device which has been authenticated as an authentic party on the other end of communication, and the base station device.
