PURPOSE: An agent for promoting hair growth containing soy-oligo-peptide by nano-extraction at low temperature is provided to absorb into hair follicle and to prevent hair loss by suppressing TGF-beta 2 expression. CONSTITUTION: A method for producing an agent for promoting hair growth containing soy-oligo-peptide comprises: a step of adding nicotinic acid amide and soy-oligo-peptide to an organic solvent and adding benzoic acid and lavender oil to obtain a main solution; a step of mixing and boiling Mori radicis cortex, Artemisia capillaris thunb, seaweed, pine needle, black soybean, Sesami semen, Cnidii rhizoma and Rehmanniae radix in organic solvent, purified water, and seawater; a step of extracting the mixture at 15-60°C for 24-48 hours to obtain an extract; a step of filtering the extract and centrifuging; a step of concentrating at 30-50°C for 1-5 hours to evaporate organic solvent and water; and a step of mixing the extract solution and the main solution.
