PURPOSE: A location based OTP providing method and an OTP device and a recording medium by using the same seed value are provided to prevent the illegal use of the OTP device by using the confirmed OTP device location information as a seed value. CONSTITUTION: A position determination unit(120) acquires OPT device location information corresponding to the measured location. An information configurer(145) constitutes the OTP creation information in which the OTP equipment location information is included as the seed value. An OTP generator(150) generates the OTP by using one or more fixing seed values and the dynamic seed value. One or more fixing seed values are included in the OTP creation information.
