PURPOSE: A dispenser is provided to be available for recharge of content without gas injection which has a risk of explosion and fire. CONSTITUTION: A dispenser includes a pumping unit(100). The pumping unit discharges the content of internal container by combining to the upper part of the external container and the internal container. The internal container is inserted inside the external container and stores the content. The internal container is comprised of material which can be flexible and has a plurality of wrinkles through a blow injection. A combining hole for combining with the pumping unit in upper part of the internal container and an elastic steel band in outer surface of inner container and a plurality of elastic steel piece is formed and stand by cutting one part of the steel band are formed. According to the content being gradually discharged in inner container, the elastic steel piece maintains the state facing the inner surface of the external container.
