PURPOSE: A photo-curable emulsified asphalt composition, and a producing method thereof are provided to prevent the generation of cracks at room temperature or the low temperature, and the plastic deformation at the high temperature. CONSTITUTION: A photo-curable emulsified asphalt composition contains 40~70parts of asphalt by weight, 30~60parts of water by weight, 5~10parts of surfactant by weight, and 0.5~10parts of UV curing agent by weight. A producing method of the composition comprises the following steps: mixing 30~60parts of water by weight with 5~10parts of emulsifier by weight, to make emulsified water; heating 40~70parts of asphalt by weight; mixing the heated asphalt with the emulsified water, and stirring to make emulsified asphalt; and adding 0.5~10parts of UV curing agent by weight.
