PROBLEM TO BE SOLVED: To provide a battery pack or the like shortening a time required for charging a battery cell while maintaining high accuracy during charging voltage control. SOLUTION: The battery pack is equipped with: the chargeable battery cell; a positive-pole terminal connected to the positive-pole terminal side of a charging circuit for charging the battery cell; a negative-pole terminal connected to the negative-pole terminal side of the charging circuit; and a cell voltage monitoring terminal supplying the charging circuit with a signal for computing a cell voltage by the charging circuit. The battery pack further includes: a first changeover switch turning a current flowing between a negative pole for the battery cell and a negative-pole terminal on-off; a second changeover switch turning a connection between the negative-pole side of the battery cell and the cell voltage monitoring terminal on-off; and a protection operation section controlling the on-off of the first changeover switch and the second changeover switch. The cell voltage is computed on the basis of the signals supplied respectively from the positive-pole terminal and the cell voltage monitoring terminal by the charging circuit.
