PROBLEM TO BE SOLVED: To achieve a character information generation device or the like, capable of transmitting semantic contents of pictographs with high accuracy. SOLUTION: A mobile phone 1 includes: an input receiving unit 21 which receives input of a pictograph; a decorative information memory 31 wherein a plurality of pieces of decorative information are stored for one pictograph; a decorative information acquisition unit 43 which acquires one piece of decorative information from the plurality of pieces of decorative information stored in the decorative information memory 31, corresponding to the pictograph received by the input receiving unit 21; and a character information generation unit 44 which generates character information including a decorated pictograph resulting from decorating the pictograph in accordance with the piece of decorative information acquired by the decorative information acquisition unit 43.
