PROBLEM TO BE SOLVED: To preheat the interior of a vehicle through the use of air heated by a battery and a battery charger without installing an independent exhaust passage and a switching mechanism therefor which are traditionally used. SOLUTION: When a driver performs temperature presetting of an air conditioner with an A/C temperature presetting switch 21, the preset temperature data of air conditioning are output to an air conditioning request determination means 12. When the drive battery 40 is judged to be on charge by an electric charge determination means 15, an A/C control means 11 performs on-off control over an A/C blower 22 according to the vehicle exterior temperature detected by a vehicle exterior temperature sensor 101, the temperature of the vehicle interior 2 detected by a vehicle interior temperature sensor 102, or the like, and switches the mode of an A/C intake door 23 between indoor air circulation and outdoor air circulation. By this way, the temperature of the vehicle interior 2 is adjusted to the air conditioning preset temperature of an air conditioner through the use of exhaust heat from the drive battery 40 and the battery charger 50.
